Benjamin Otte fb94f79094 selection: Remove #ifdef WAYLAND
Instead, turn the functions into backend API:
  gdk_broadway_display_add_selection_targets()
  gdk_broadway_display_clear_selection_targets()
Remove the old per-backend functions, too.
