inspector: Enable by default
We don't want to stop people from being able to debug GTK applications by default. The keybinding also runs last in event delivery, so it doesn't override existing keybindings anywhere and is therefor safe to enable. The setting of course should remain, so people who want to lock down installations, like for kiosks, can turn this off.
