	be used for X programs too (xmms style windows).
	GtkWindow->frame is the toplevel window if the window is framed.
	The signal frame_event gets all events that are targeted to
	GtkWindow->frame.
	(_gtk_window_constrain_size): Exported for usage by gtkwindow-decorate.c.
