Decouple GdkWindowCache life-cycle from GdkX11DragContext

By making window caches refcounted. This fixes problems with leaking
drag contexts, as experienced in
https://bugzilla.gnome.org/show_bug.cgi?id=637691
and
https://bugzilla.gnome.org/show_bug.cgi?id=144324
