gtkscrolledwindow: Drop gtk_scrolled_window_set_capture_button_press()
...
This API is kinda stuck in the GdkEvent days, we now negotiate ownership
of the input sequence via GtkGestures. Remove it as it reflects a way to
work that was not exactly accurate and it will turn plainly wrong soon.

scrolledwindow: Don't take adjustments in new()
...
In 99.9% of all cases, these are just NULL, NULL.
So just do away with these arguments, people can
use the setters for the rare cases where they want
the scrolled window to use a different adjustment.

selection: Remove the info uint
...
Instead of allowing people to pass a uint user-data, insist on them
comparing mime types.
The user data was a uint instead of a pointer anyway, so uniqueness
could not be guaranteed and it caused more issues than it was worth.
And that's ignoring the fact that it basically wasn't used.
