Translators don't want to run autogen before generating pot,
so give them a script.

It is needed to use -from-code=utf-8 to override the ASCII default

failure to build
* Makefile.in.in: Don't hardcode /bin/sh as shell, and
don't use obsolete calling convention for config.status.
