HighContrast: Restore files to regenerate CSS

I think parse-sass.sh needs updated to match what Adwaita does now, but
for now, this is sufficient to let us regenerate HighContrast again.

Rebuild CSS on all SCSS file changes

Adwaita and HighContrast CSS should be rebuild every time one of their
dependent files change, not just the main entry point.

...
/usr/bin/sh does not exist on e.g. Debian sid.
Use the same shebang as Adwaita/parse-sass.sh

Drop the extra resources/ subdirectory
...
This subdirectory gets in the way when integrating the inspector
build more fully with GTK+, and does not really add anything.
Just move everything one level up.
