PSA_WANT_xxx needs to be defined in the old-style config mechanism

Without MBEDTLS_PSA_CRYPTO_CONFIG, PSA_WANT_xxx needs to be defined,
for the sake of code that calls the PSA API (TLS code, tests, sample
apps).
