Adam Cozzette 63d9c1fb95 Updated Bazel test script to use most recent Bazel version (#6413 ) I'm not exactly sure why, but this fixes the failing Bazel presubmit test. Kokoro Infrastructure

The files in this directory serve as plumbing for running Protobuf tests under Kokoro, our internal CI.
