Implement QWindowsMsaaAccessible::put_accValue

Implement QWindowsMsaaAccessible::put_accValue so automated UI tests
which utilize Accessibility API (at least WinLDTP
https://github.com/ldtp/cobra) can set values of QSliders,
QSpinBoxes, etc...
