QNetworkInterface: disable Netlink-based Linux support on Android
Android 11's SELinux rules block the RTM_GETLINK requests that qnetworkinterface_linux.cpp needs to make. So disable this completely and fall back on the older rimplementation. Bionic has some workarounds in their getifaddrs() implementation to make this work.
