This follows the naming convention for global headers and causes
qttestglobal.h to be added to the top of the generated QtTest header. It
is necessary to have it there when other headers depend on features
defined in configure.json.
[ChangeLog][QtTest] The qtest_global.h header is now deprecated. Include
qttestglobal.h instead.

Updated license headers to use new LGPL header instead of LGPL21 one
(in those files which will be under LGPL v3)

Keeping a static variable in an inline function is a bad idea because
each definition of that function will have its own version of the
variable. As qtestmouse.h can be included multiple times in the same
test (via some utility classes as with tst_qquickflickable), this
leads to confusion.
