qmake -set can be used instead to set a the default cross compile.
device_config.prf already contains code to read this default.
Remove per-spec CROSS_COMPILE checks
Introduce deviceSanityCheckCompiler() usage where appropriate

Add mkspec for the STMicroelectronic's ST7108 platform to be used in
conjunction with the -device support in configure. This allows you
to build Qt with the application libraries provided by STM SDK 35.
