Add a test that checks for the Presence of Qt for Python
and runs Python compile tests on the baseline files.

- Fix some clang nags (QFileInfo::exists(), raw string literals).
- Update the version numbers in the baseline to be 5.12 consistently
to make future modifications easier.
- Introduce another environment variable to redirect the diff
output to stderr. This can be used to generate a diff for applying
when making larger changes to uic.

The pattern did not match double-digit version numbers like 5.10.0.
Adapt it to better match the version number and use QRegularExpression.

When we want to use qtTrId function instead QApplication::translate in
generated files it's not possible to use custom function with presented by
the --tr argument due to signature difference between qtTrId and
QApplication::translate function.
With this argument present, uic will generate qtTrId function with second
argument empty. When used together with --tr parameter it will use
presented function instead.

Use QVERIFY2() with QTemporaryDir/File::errorString() consistently.

- Make the version regexp a member variable, avoiding repeated
construction.
- Use QVERIFY2() with error message for opening files.
- On failure, try to locate the standard diff tool and produce
diff output for comparison, which should make for example
copyright header changes much easier.

Qt copyrights are now in The Qt Company, so we could update the source
code headers accordingly. In the same go we should also fix the links to
point to qt.io.
Outdated header.LGPL removed (use header.LGPL21 instead)
Old header.LGPL3 renamed to header.LGPL3-COMM to match actual licensing
combination. New header.LGPL-COMM taken in the use file which were
using old header.LGPL3 (src/plugins/platforms/android/extract.cpp)
Added new header.LGPL3 containing Commercial + LGPLv3 + GPLv2 license
combination

For moc, rcc and uic, then it's friendly for tools like ccache.
ccache is using md5 to check file modification, but the different
timestamp info will cause different md5 for same meaningful
contents, it will disabled ccache.
Updated the autotest for uic and rcc.

- Replace SRCDIR define by QFINDTESTDATA, simplify code.
- Introduce a test for stdout mode that verifies the newline
convention.
- Use a temporary directory as not to clobber the
test directory and introduce an environment variable
UIC_KEEP_GENERATED_FILES to keep them for error
analysis.

This operation should be a no-op anyway, since at this point in time,

As in the past, to avoid rewriting various autotests that contain
line-number information, an extra blank line has been inserted at the
end of the license text to ensure that this commit does not change the
total number of lines in the license header.

If an autotest's initTestCase() method fails or skips, the remaining
test functions are not executed. Thus the QSKIP in the run() test
function was unreachable.

The tools tests are not built for cross-compiled Qt builds, so the logic
to make those tests empty when cross-compiled is redundant.
