Since the test is irrelevant for Q_WS_X11 and Q_WS_QWS, it's almost
certainly irrelevant for Q_WS_QPA too.

This commit deals with the simple cases -- mostly just removing blocks
of code enclosed in #ifdef QT3_SUPPORT. Later commits will deal with
the trickier cases.
