1aec96bffd update KDE-ECM CMake modules to include fuzzer sanitizer 
Updates one 3rdparty CMake file from
https://github.com/KDE/extra-cmake-modules to include support for
fuzzing.

7d7e62967f configure: Explicitly enable float-divide-by-zero with ubsan 
Before clang 9, it was enabled by default
when -fsanitize=undefined was set.
