that way we can override the values defined there.

a31823176a QNX: enable Neon support to be compiled in for QNX 
Neon detection in configure does not work unless correct
flags are passed to compiler.

a6a865e249 QNX: Rename qcc-base-qnx-armv7le.conf mkspec. 
The "new" convention uses armle-v7 instead of armv7le.
