Add qmake feature and configure option, which optimze the size of static
exectuable. Use for static build.
Enabled via configure --gc-binaries, or CONFIG += gc-binaries in 3rd party
projects.

Move the logic to set default values for VERSION,
QMAKE_TARGET_DESCRIPTION to qt_app.prf. This way,
a lot more executables get sane defaults.

excise knowledge of QTREPOS from qt.prf - this is a private variable of
the qt build system which the public functions should not know anything
about.
instead, move this handling to a function in qt_build_config.prf (where
QTREPOS comes from in the first place), and call it from qt_app.prf and
qt_example_installs.prf (which should be the only consumers within qt).
qt.prf now also checks that the qml install dir actually exists, which
is not the case during a modular prefix build of qtdeclarative.
not really incidentally, this fixes modular static builds of
qtdeclarative.

instead of building host tools always in debug mode, follow the overall
build type, and provide an option to override it.
this supersedes the pre-existing -optimized-qmake option.
however, that option never existed in the windows configure, and this
legacy continues as far as qmake is concerned (msvc builds of qmake are
always somewhat optimized, but not mingw builds).

the addition of qt's rpath belongs into qt.prf - even on mac.
so consolidate the two implementations.
as a nice "side effect", we get relative rpaths also on linux.
another "side effect" is that we don't unnecessarily add the qt rpath to
qt modules also on linux.
the qt rpath addition mechanism should not be responsible for setting
the policy who gets a relative rpath, so move the logic to higher-level
callers.

This matches the -ffunction-sections from bootstrap.pro, which tells the
compiler to create a section for each function. The -gc-sections option
tells the linker to drop what wasn't used (normally, it only drops
entire files).
