We don't know which versions these blacklistings actually apply on
unless we actually get macOS 10.14 and 10.15 into the CI and running
tests, so let's start with that, and then granularize the blacklists
after that.

This should reduce the failure rate. We're still doing qSleep of the
same amount of time, but we now only fail if the slip is over 100 ms.

It's really a kernel functionality, as it implements really low-level
functionality and it's used by the event dispatcher. It was in tools/
only because QTime is.
QDeadlineTimer is also coming to kernel/.
