ea913750b8 create modularized version of qtplatformsupport module
lumping together all kinds of unrelated stuff has caused problems with
spurious dependencies from the beginning. as the modularization infra is
now in a state which supports many small private libraries just fine,
take advantage of it.

b2e664df61 Enable tst_qaccessibilitylinux
This test caused problems because it relies on the at-spi services to
run. In addition it could trigger orca (screen reader) to be launched
as a side-effect of the dbus call to the screen-reader-enabled setting.
Instead just export QT_LINUX_ACCESSIBILITY_ALWAYS_ON to make sure that
accessibility will work. This means we won't test the dbus startup any
more, but the test will be reliable.
There is still a dbus call to org.a11y.Bus to launch the service in case
it's not running yet.

4c1c8207b9 Accessibility Linux: Do not depend on external libatspi2
This has (and still does) caused lots of grief since
it means accessibility was often unintendedly not built.

Instead copy the lib-at-spi-2 header file needed for the
type enum and build it by default again.

5fb7d6240b Mark linux accessibility test as insignificant.
The test was not run so far and chances are that it would block
the CI completely.
So disable it for now, enable it again as soon as breakages have been fixed.
