Edward Welbourne 60a9747bb5 Add a date-time test for time-zones near epoch and odd transitions ... Check we do handle DST after epoch and don't before. Check we do notice various unusual transitions. Check we do handle non-whole-hour-offset zones. (Unfortunately, MS-Win lacks data for some of the zones and is wrong about the two date-line crossers, so we skip those for it.)
