Friedemann Kleint d340769125 win32/default_pre.prf: Remove exceptions_off, thread_off, stl_off. 
- thread_off, stl_off are obsolete.
- exceptions_off causes exceptions to be globally disabled for
  applications using MinGW after
  2b21dd69d6.
