Edward Welbourne 8bfae093ed Add data for Windows Time-Zone IDs added in the last two years
We've not run util/locale_database/cldr2qtimezone.py for a while, so
CLDR has had time to add several more zones.  Catch up, inserting the
new entries in order.

locale_database is used to generate qlocale data from CLDR.

CLDR is the Common Locale Data Repository, a database for localized
data (like date formats, country names etc).  It is provided by the
Unicode consortium.
