c5a978b092 ICU-3389 Improve the iostream testing. 
MSVC won't use the autoconf generated /lib/cpp C++ preprocessor and complain about it not working.
HP is now more accurate for the aCC compiler

a0d2227498 ICU-3 if --enable-shared is not called explicitely, then the message
