Picks the libicudt lib in the right package (despite its bad name).
Added an icu-doc package now that I have a make install that does
install the documentation.
Changed some categories and made some descriptions clearer, to
retrofit changes made in the 1.8.1-2 update done today.

leaves a lot of trash in test/testdata, and does not generate control
from control.in but rather changes it in place so that one can use
dpkg-buildpackage without having to do make -f debian/rules to get
a control file first.

to where people expect Makefile.inc to be. (Note: at this time, it is not yet possible
to install the development files for many ICU releases in the same
root). The current link may be used by Xerces-C which links against
libicudata (patch submitted upstream).
Debian and RPM packages will actually not archive the current symlink
but rather maintain it themselves across libicuXX packages
installations so that it always points to the highest-numbered version
installed on teh system."
