44a9dcdabe ICU-10988 Changed the default javadoc implementation to JDK7, updated the build script to use JDK8 supported version at build time if JDK8 is used. Prints out warning in top-level release targets, when JDK8 is used.

* implement a deserialize constructor for UnicodeSet
 * add test cases for same
* add a generator (`gencolusb`) which can build `source/i18n/collunsafe.h`
* Note that for bootstrapping `collunsafe.h` can be truncated (zero length).

77cd9e6aa4 ICU-11763 turn icuplugs off by default 
add "--enable-plugins" to configure, and also "UCONFIG_ENABLE_PLUGINS".
These are disabled by default.

Also, start splitting out acinclude.m4 content to source/config/m4/..
