Yoshito Umaoka	8e23062195	ICU-10905 A new tool used for checking deprected tag/annotation consistency. Also added an ant target to run the tool. Some synthetic constructors in abstract class were added (this is our policy) and tighten status tag consistency check. Actual fix for missing @Deprecated annotation will follow. ...
