Fredrik Roubert	774a23e4a7	ICU-11039 optionally build ICU4J jar without ICU runtime data ... Make all Ant targets for copying data conditional on a new property named icu4c.data.path which, if set, inhibits all data copying and updates the ICUConfig.properties file to use this path. Yoshito Umaoka	19266897b3	ICU-8275 Build script to add full locale name list file in each resource path. The file name was changed from res_index.txt to fullLocaleNames.lst to avoid confusion (not quite matching res_index.res).
