e9c88f8472 ICU-7481 Updated date make file to use the new resource - zoneinfo64. Also updated tzcode/Makefile to build the old zoneinfo.txt in addition to the new zoneinfo64.txt. The zoneinfo.txt is used as a part of tz data build in the data repository.

547580cd15 ICU-6444 Updated timezone data resources corresponding to the latest change for cldrbug 1958 in CLDR. Added metaZones.txt/windowsZones.txt replacing metazoneInfo.txt/wintz.txt. Removed mapTimezones data from supplementalData.txt to match the change in CLDR (for now, manually editted, because I cannot use the trunk version of supplementalData.xml in CLDR at this moment).

f18b27efe7 ICU-7273 The pre-built version of unorm.icu is used by ICU4J, but the version in the ICU4C repository (source/data/in/unorm.icu) does not work well. Replacing the version with the one taken from icudata.jar in the ICU4J trunk.

1e521d134d ICU-6626 Make DateTimePatternGenerator:initData use the skeletons specified for availableFormats, 
eliminate CJK months hack, use skeletons to improve adjustFieldTypes behavior, add some necessary
availableFormats entries, and fix expected test results now that getBestPattern is more correct.

e20dbc5d8a ICU-6307 Add platform x64 to Visual Studio solution. Build directory will now reflect this change with x86 for 32 bit and x64 for 64 bit. lib64 and bin64 have also been added for x64 platform.
