icu4j	ICU-6117 I oopsed and flipped the behavior of the encoder for writing of BOMs when making my changes, so I flipped that back (so that UTF-32 now outputs a BOM and BE and LE do not). Also changed the names of some of the booleans (flipping them to reflect the name change where necessary) and took out calls to implReset in the constructors.	2008-01-04 02:36:22 +00:00
