George Rhoten b29549eef4 ICU-5143 Make sure that proper ownership rules of the RuleBasedCollator are followed.
Do deep copying where needed.
Don't dereference NULL on failure to create rule string.
Initialize all member variables.
Consolidate copy and pasted code.
