George Rhoten 937bd376ff ICU-3004 An AIX machine set to the tr_TR locale complains bitterly about some "builtin" functions defined in stdlib.h.
Include it in fewer places so that fewer warnings appear, and make sure that it's more difficult to accidentally use the C malloc and free.
