Simplified redundant code and removed unnecessary code path for Java 7 and later runtime in various places. Also cleaned up stale comments. There is one test code change in com.ibm.icu.dev.test.localespi.NumberFormatTest - number keyword in test case was changed to Arab to arab. This test case was skipped with Java 6 runtime.
