George Rhoten a1834196b3 ICU-5410 Move nfsubs.h private subclasses to nfsubs.cpp to get more accurate PureCoverage result.
Also use standard ICU rtti by using UOBJECT_DEFINE_RTTI_IMPLEMENTATION.
