Driver bug workaround: gl_clear_broken
Skia does not appear to use depth buffers and this appears to be identical to ClearFramebufferResourceManager::ClearFramebuffer in Chromium code. Therefore, just hook up this workaround to turn on these internal Skia workarounds.
