[infra] Allow RubberStamper to revert public API changes
RubberStamper won't +1 changes that modify include/*.h or other non-trivial files, unless they are a clean revert. Even after this change, someone on include/OWNERS will be needed to verify actual API changes, one won't be able to just use rubber-stamper to bypass the check.
