* Refactor to share code between SkPngCodec and SkWebpCodec
* Didn't end up sharing with SkJpegCodec but did refactor
  that code a bit
* Disallow conversions to F16 with non-linear color spaces
* Fail to decode if we fail to create a SkColorSpaceXform
  (should be an assert soon).  We used to fallback on a
  legacy decode if we failed to create the transform.
* A bunch of name changes

d1227a7417 Delete SkBitmapRegionCanvas 
This was an approach we considered for implementing Android's
BitmapRegionDecoder.

It was useful for testing and comparison, but now is no longer worth
maintaining and testing.

The approach to subset/scaled decodes (clipped decode, then scale)
may be worth reconsidering at some point.

b1be46b1d9 Ensure that SkColorTable->fCount is set properly after decodes 
We now have some blits that will process the color table.

If we erroneously report that the size of the color table is 256,
we will do extra work and annoy MSAN.

18300a3aa7 detach -> release 
The C++ standard library uses the name "release" for the operation we call "detach".

Rewriting each "detach(" to "release(" brings us a step closer to using standard library types directly (e.g. std::unique_ptr instead of SkAutoTDelete).

This was a fairly blind transformation.  There may have been unintentional conversions in here, but it's probably for the best to have everything uniformly say "release".

9a0e3467da Make BitmapRegionDecoder succeed on invalid requests 
If the client requests a color type or alpha type that is
not supported, we should decode to the default/appropriate
color and alpha types to match existing behavior in Android.

506e19a4c8 Move SkBitmapRegionDecoder to include/android and src/android 
This will expose the BitmapRegionDecoder API as a public include
and move the implementation to src.

This makes this code more naturally exposed in Android and easier
to test in DM and nanobench.
