This is implemented at backend-neutral level and so misses some
opportunities to reduce the number of passes in the GPU backend.
Filter quality is interpreted as:
none - single nearest neighbor resampling
low - chain of bilinear resamplings. 2x up/down except for one
step which may be smaller than 2x.
medium - same as low
high - when both scale factors are up then same as low but with bicubic
filtering rather than linear. Otherwise, same as low.

This helps avoid flattening of YUV/A images when drawn with a strict src
rect constraint. SkiaRenderer almost always provides a strict constraint
for their YUV videos.
This adds a GM that replicates the issue in skbug:8959, and adds a GM to
the wacky_yuv set that checks domain clamping across all of the different
formats.

On Windows, exported types always have their constructors,
destructors, assignment operators, etc... generated, including
exception handling. This can require stricter rules about usage of
forward declared types. Ensure that we build correctly in that
environment (with both MSVC and Clang).

We don't want to just disable the "ccpr" path renderer anymore (or
whatever it should be called), because we are adding an MSAA
implementation. This new cap will eventually tell ccpr whether it can
use coverage counting, or if it should just use the MSAA impl.

We're moving in a different direction for Skia documentation. We no
longer run bookmaker on the bots, and things have already degraded such
that it can't be run. This leaves the generated markdown in place for
the last set of docs that were generated (which are still useful until
the Doxygen docs catch up).

With these tests skipped, we can run the 'image' tests, meaning that we
will decode tests images at various scales and upload them to Gold. This

To work around skia:8709, I'm moving the DDL tests to IntelIris640. The
ASAN jobs still show memory leaks in the driver, but at least I can
identify which calls are leaking and suppress the LSAN warnings.
Adds an SK_ENABLE_SCOPED_LSAN_SUPPRESSIONS define that indicates that
the LSAN header files are available, which is set in recipes for the
Linux ASAN builds. Adds __lsan::ScopedDisabler in four locations for
two Vulkan API calls:
- CreateGraphicsPipelines in GrVkPipeline::Create and
GrVkCopyPipeline::Create
- CreateDescriptorSetLayout in
GrVkDescriptorSetManager::DescriptorPoolManager::DescriptorPoolManager
constructor (2 calls)
Also adds a regular suppression for libxcb.so.

ANGLE's build requires a file copy. Nema's build requires a dir copy. CMake
uses a different command for each. gn does not distinguish which. We make
a guess that happens to work for these two use cases based on the whether
the base file name of the src contains a '.'

kUnbudgetedCacheable now means that the resource is never purged
until its unique key is removed.
This fixes an issue where a cached texture for a promise image
might get purged by cache pressure. This in turn could cause
Skia to call the promise image's Fulfill proc multiple times with
no intervening Release calls. The balancing Release calls would
occur, but the policy is that each Fulfill should be balanced by
Release *before* another Fulfill.
Update/add unit tests.

We don't actually need the SDK to build anymore.
If you previously set skia_vulkan_sdk or relied on VULKAN_SDK
in the environment, now set skia_use_vulkan = true instead.
We still need the linux_vulkan_sdk asset for Test/Perf bots.

Originally this started as a bump to r18, the latest stable release.
That's why each packages goes up two versions, from r17 -> r18 ->
r19-beta2.
But our ASAN bots started failing with r18, and despite quite a bit of
investigating, I've been unable to find anything wrong with our code.
Luckily, r19 is coming soon, and it looks like its beta2 works fine.
I think we should just skip r18.

The old win_toolchain script required a Chromium checkout, and
extracted portions of the win_toolchain from that to build the
Skia asset. Instead, use the depot_tools script that assembles
a toolchain from a locally installed MSVC.
The create script doesn't do that, but relies on the user to
run that script first. Automating everything would be a nice
follow-up.
With the new strategy, the toolchain directory is simpler, and
no longer contains the depot_tools kruft or extra directories.
Adjust the bot scripts accordingly. (Renaming the directory to
win_toolchain from 't' would be a nice touch, too).
Finally, I built the new toolchain with the updated process,
and included the ARM64 compiler and libraries, so we can set
up a bot to build Windows ARM64.

Now that we've got Flutter builds I'm not very interested in the old
-Mini bot, which was always a proxy for something like Flutter's build.
The NoDEPS bot shouldn't have to disable effects, I think.

Prior to this fix, we would treat the output from such a JPEG
as if it were a 16 bit per component RGB PNG. We hit an assert
in debug, but in release mode we do the wrong thing.
Split up SkSwizzler::CreateSwizzler into two public factories
(and a private one) based on whether format conversion is desired.
Without format conversion, we may have already converted (as is
the case with this JPEG), so the SkEncodedInfo::Color is not relevant.
That flavor of the factory just needs to know the bytes per pixel,
so provide that info instead.
Add a test file to Google Storage: apron.jpg, from Chromium's
benchmark files.

The bloaty here was compiled with this patch:

Hopefully that lands upstream and we can track master again.
This adds BuildStats.+Debug because we need symbols
to get sensical data. Bloaty's WASM support is experimental
and currently doesn't support having a stripped (Release)
version be profiled using the symbols of a Debug version.
This means that the buildStats for debug will be higher
than actual, but hopefully the absolute positioning will be
the same and thus the outputs useful.

The platform generators seem to leave memory uninitialized on these
files without reporting an error. Blacklist them so we do not get lots
of random images in Gold

Of note, the perf results reported are not directly
comparable CPU->GPU because the GPU ones are likely
emulated (no real gpu in the Docker container on an
GCE VM).

- Initialize rowsDecoded in SkSampledCodec. Otherwise,
fillIncompleteImage may be called with an uninitialized
value. This change was originally uploaded to AOSP as
https://android-review.googlesource.com/c/platform/external/skia/+/785816
- If SkPngCodec hits an error, still transform from the
interlace buffer (if needed) and set rowsDecoded properly.
- Do not copy uninitialized memory from the interlace buffer.
- Make BRD treat kErrorInInput like kIncompleteInput. The two errors
are different for the purposes of incremental decode. For a direct
decode, they're essentially the same - part was decoded, but then
the decode was interrupted. This allows testing images with
errors on the bots without reporting a failure.
- Add some images to test incomplete pngs
- errorInInput.png: color_wheel.png truncated with extra 0s at the
end to trigger kErrorInInput
- incInterlaced.png: basi3p02.png (from PNGSuite) similarly modified.
This triggers kIncompleteInput. We have several incomplete PNGs that
we are testing on the bots, but this is the first interlaced
- errorInInputInterlaced.png: This is the same as incInterlaced with
more zeroes at the end. The incorrect CRC (all zeroes) results in
kErrorInInput
