9882dae24d Reduce usage of SkCanvas::flush 
SkCanvas::flush is problematic and we wish to deprecate it. As a first step, this CL begins to remove Skia's internal usage of it.

Ideally clients would use SkSurface::flush and/or GrContext::flush.

562017b086 [SVGCanvas] Clean up public factories 
Remove the internal-only/XMLWriter-based factory.

Update SkSVGDevice to always own the xml writer.

The only internal client passing an interesting XMLWriter is
SVGDeviceTest - update to use the device factory directly.

While at it, update the SkSVGDevice factory to return smart pointers
(Create -> Make).

3026d4b1b8 SkDocument: use auto for MakeDocument(). 
A later CL will make this return a unique_ptr<SkDocument>.

9ca602ae04 guard xml-using tests with SK_XML 
I think this will fix the Google3 roll.

Unclear to me if we actually want this to work there.
I guess it comes down to the expat dependency?

fd5a5081d5 Add link annotation support to SkSVGDevice. 
This CL implements |SkSVGDevice::drawAnnotation|, overridden from
|SKBaseDevice|.  |drawAnnotation| supports annotating rectangular areas
of a Skia device.  Previous to this change, annotations are being used
in |SkPDFDevice| to include hyperlinked rectangular areas in .pdf
documents.  This CL implements the SVG equivalent of this PDF feature.

d14df7c700 document.close from bool to void 
Nothing meaningful is returned, it is inconsistent with the bulk of the rest of skia's api. The C api is waiting on this change as well.

8ee06f21a2 SkPDF: allow PDF module to be disabled in DM and SampleApp 
To disable PDF:

    GYP_DEFINES='skia_pdf=0' bin/sync-and-gyp
    ninja -C out/Debug dm SampleApp

When disabled, SkDocument::CreatePDF() always returns NULL.
