78b35230aa Archive or update unsupported Android scripts and third-party dependencies. 
- nothing uses ashmem;
  - cpufeatures and native_app_glue are now pulled from the NDK;
  - no bots use the scripts in platform_tools/android/bin;
  - update scripts to work with GN instead of GYP.

b4403ee980 Fix strange failures on Android N 
We were seeing problems where dm ended with exit code 0, but the step still failed.
It seems they changed what N returns when a thing completes.

8ce5912fe3 Skip toolchain downloads for a few android tools. 
This is an attempt to avoid downloading the android toolchain when not required.
I went through all binaries listed in https://code.google.com/p/chromium/codesearch#chromium/build/scripts/slave/recipe_modules/skia/android_flavor.py except for android_ninja.

2d63859f6f android_run_skia: dump logcat on failure 
logcat -c clears the log before we run.
logcat -d dumps the log stdout and exits.

b2e1fa5b76 Push resources to Android device 
The resources directory is required by some benchmarks. Push it to
device's /data/local/tmp. Add "-i /data/local/tmp/resources" to command
line when using these resources.

a13767579d hack hack hack 
Edit down the android scripts a bit.
  - set -e
  - detect ccache by default
  - -t for BUILDTYPE

I figure the -t changes are going to break some bots.

Support linking skia statically on Android. Skia symbols should be
exported by the app library, to the extent that skia_launcher needs
them.

Syncs libskia_android.so to the device only if it exists.

cc95b1aeb8 Update Skia Android tools. 
This CL moves the skia_launcher out of the system/bin and into
/data/local/tmp; removes the need to package our shared libs in an
apk; and updates all the scripts to work in the new environment.

dcdd57faf0 Copy the top level Android directory into trunk. 
This CL is the first step in a series needed to move the
android directory into trunk. After the copy we will update
GYP and DEPS to point to the new location and only then
remove the original directory.
