The `Typeface_glyph_to_char` test assumes that
`ToolUtils::emoji_typeface()` will always return an SkTypeface which
supports all the codepoints in `ToolUtils::emoji_sample_text()`.
However, it is possible in some configurations for there to be no
available emoji font. Detect this and provide a better massage about why
the test failed.
Correct the preprocessor directives in TestFontMgr.cpp so that the
"Emoji" and "Planet" test fonts are consistently defined and used.

OpenType and many other font formats have the concept of pre-computed
metrics for the union of all glyph bounding boxes. This allows for fast
though course quick rejecting of bounds, since the glyphs themselves may
potentially be quite a bit larger than the EM. With the introduction of
variable fonts OpenType does not vary these bounds, so the bounds are
only valid for the default non-varied font.
As a result the fTop, fBottom, fXMax, and fXMin reported in
SkFontMetrics may be bogus. Since simply always setting them to empty
zeros may be disruptive, provide a way forward for new users to check if
the bounds are valid.
This is a continuation which implements this in the DirectWrite and
CoreText ports.

SkFontDescriptor and its serialization and usage are updated to better
reflect how variations should be serialized. In addition this begins
teasing apart SkFontData since it is now mostly an artifact of how the
FreeType port works than anything else.
This also removes SkTypeface::MakeFromFontData since it is no longer
used and since SkFontData (which it takes as a parameter) was never
public. SkFontMgr::makeFromFontData now only exists to support older
skps and may be removed in the future.

CoreGraphics does not provide a means to get the original font data for a
CGFont, only the tables. As a result, Skia pieces the font data back
together when requested. The most awkward part of this is choosing the
first four bytes, and the CTFont suggestion seems to often be wrong.
This change doublechecks the selection of 'typ1', prefering to use 'OTTO'
if there are no 'TYP1' or 'CID ' tables. These sorts of fonts are
extremely old and unlikely to be in current use. It appears that CTFont
may report that it has this format if it is an 'OTTO' font with very few
glyphs. If Skia serializes such a font with 'typ1' as the first four
bytes, CoreGraphics will not create a CGFont from the resulting font data.
