78b35230aa Archive or update unsupported Android scripts and third-party dependencies. 
- nothing uses ashmem;
  - cpufeatures and native_app_glue are now pulled from the NDK;
  - no bots use the scripts in platform_tools/android/bin;
  - update scripts to work with GN instead of GYP.

bec3634a4a Android: remove -lcutils dependency 
I believe we no longer depend on this after we ported our atomics to __sync.

Tested by running android_ninja.

19a21894ea android_gdbserver - fix warning about missing shared library symbols 
The warning was:
	warning: Could not load shared library symbols for 4 libraries,
	e.g. /system/bin/linker.  Use the "info sharedlibrary" command to
	see the complete listing.

Fixed by grabbing all of those libraries along with libc.so.

cc95b1aeb8 Update Skia Android tools. 
This CL moves the skia_launcher out of the system/bin and into
/data/local/tmp; removes the need to package our shared libs in an
apk; and updates all the scripts to work in the new environment.
