- clang 3.9 -> clang "9" (pre-release)
- libstdc++ -> libc++ (pretty sure)
PS1 should fail to build... need to update
infra/bots/recipe_modules/build/chromecast.py too.
PS2 compiles but fails to link.
PS3 puts -Lchromebook_arm_gles/lib on the link line;
unclear to me how we're linking today...
PS4 removed a workaround for the older toolchain.
PS5+ tries to request the older glibc math symbols
that shipped with the devices we test on... we don't
seem to have glibc 2.27 there.

Some of these compilers seem to misdiagnose correct use of
if (tryAcquire()) {
release()
}
as releasing a lock that hadn't been acquired, but newer compilers
seem just fine. Let's just turn it off until they can be upgraded.
No bug for the Chromecast builders I can see, but here's the Macs.

Most external users complain about -Werror,
and I've heard anecdotally that devs find it annoying too.
This turns it off by default, but keeps it on the bots.

We added this a while ago while debugging some many-files-failing
build failures, but keeping -k 0 now just makes single failures
harder to find in the log. Now the first failure will stop the
build and be at the bottom of the log.

We expect .BAT and .EXE to be on PATHEXT. Also, although Python
CreateProcess doesn't honor PATHEXT, it will try .EXE. This allows most
commands to be platform-independent, and also resolves the issue with
the cpython package not including python.bat.

In general, vars should only contain variables which are the same for
all tasks. Variables specific to compilation belong in the build
module (or compile recipe), and those specific to running tests belong
in the flavor module, or the individual recipe which uses them.
