I think this is vestigial from some time in the past where RTC was
public.
Also just expose the methods that add ops rather than have so many
friends + testingOnly versions.

This started out as a sandbox to experiment with a Wang's formula
analog for rational quadratics, but it quickly became apparent that
running Wang's formula on the down-projected points was an upper bound
on what the rational version would have been (for both w<1 and w>1).
This CL therefore adds conic support by upgrading the tessellation
shaders to use ratoinal cubics, converting every path verb to a
rational cubic, and then running Wang's formula on the down-projected
points. In the future we can always drop in a better formula if we
work one out.

Introduce three calls on GrOp: Make, MakeWithExtraMemory,
and MakeWithProcessorSet. Instead of returning
unique_ptr<GrOp>, they return a type of GrOp::OpOwner.
GrOp::OpOwner safely deletes the op when it goes out
of scope for either new/delete or GrOpMemoryPool
allocations.
In order to make the code easier to refactor, I
eliminated MakeArg from the helpers.

Almost half the files in src/gpu/tessellate were beginning with
"GrTessellat*". This CL reorders the camel case words for more
efficient tab completion and better grouping of related files.

Adds a method to determine the worst-case number of tessellated line
segments that a path might require, and disables hardware tessellation
if it is more segments than are supported (falling back on indirect
draw shaders).
If the path requires even more segments than are supported by the
indirect draw shaders (1024), we crop the path to the viewport. The
required number of segments is proportional to the square root of the
bounding box's diagonal, so we won't start cropping paths until their
device-space bounding box diagonal is nearly 175,000 pixels long.

Wedges fanning out from the center work fine for relatively simple
paths, but for paths made up of thousands of verbs, a fan is an
inefficient triangulation to give the rasterizer. This CL adds a
tessellation mode that draws the inner polygon and standalone cubics
separately, and triangulates the inner polygon by recursive
subdivision.
This reduces the stencil time from 7.4ms -> 3.0ms on desk_ynevsvg.skp.

Implements a simple first pass for a path renderer that uses the
classic Red Book "stencil then cover" method, and linearizes curves
with GPU tessellation shaders.
The new path renderer is disabled by default, and can only be enabled
in the viewer UI or by passing the "--pr gtess" flag.
