This adds aliases like skvx::float2, float4, etc. to SkVx.h and goes
through existing usages of SkVx to standardize on those aliases, or
refer to the full name directly.
In particular, this lets us clean up the equivalent aliases in
src/gpu/tessellate, src/gpu/graphite/VectorTypes and src/gpu/ganesh/GrVx
Where possible, I switched to using skvx::Foo directly and leveraged
auto to make it less redundant. Headers always used the full type
except for PatchWriter.h and Rect.h because of the number of their
usages. In this case, the alias is scoped to private so it can't leak.
This is prep to migrate older code that is still using SkNx and its
aliases like Sk4f to SkVx as well.

The `wgpu::Device::Tick()` function is not available when the Dawn
backend is compiled using emsdk to target WebAssembly. As an
alternative, this CL introduces code that takes advantage of
emscripten's Asyncify feature to yield execution to the browser's event
loop and allowing it to execute async tasks from blocking Skia code.
* Introduced the GrDawnAsyncWait class which abstracts over Asyncify vs
wgpu::Device::Tick depending on the platform and implements common
busy-wait boilerplate.
* Refactored the fence management in GrDawnGpu to make use of
GrDawnAsyncWait. The GPUQueue.onSubmittedWorkDone is now handled by a
callback on GrDawnGpu instead of per-fence callbacks since the latter
cannot easily prevent a use-after-free if a fence is destroyed before
the callback runs.

While I was fixing up Chrome's uses, I found some failures
there that I did not see in Skia, and tracked them down
to a few other places where we include SkColorSpace
and it is not strictly necessary
- SkCustomMesh.h
- GrColorInfo.h
- GrColorSpaceXform.h
- SkColorSpaceXformSteps.h
For these files (and their .cpp files), I added enforcement
of include-what-you-use, and then fixed the myriad of places
which were depending on these transitive includes.
One change to help Chrome is the manual overloads of
SkImage::MakeFromAdoptedTexture instead of using default
parameters. This makes it so callers of that function
do not need to include SkColorSpace if they were going
to pass nullptr for it anyway.

The static functionality for writing vertex buffers, constants, and
utility functions that were in the StrokeTessellator and PathTessellator
classes have been moved into Tessellation.h and a new
FixedCountBufferUtils.h.
The tessellator hierarchy has been moved into src/gpu/ops and all the
v1 guards are removed since they were already solely v1 after the static
functions were lifted out. The hierarchy and subclasses are preserved
but have been combined into just StrokeTessellator.h and
PathTessellator.h instead of separate files for the subclasses.
All the rest of the little changes are updating references and includes.

We'll want to reuse this key class for Graphite resources as well. There
is nothing special about these keys that is Ganesh specific.

This also allows the KeyBuilder class to be used in Graphite. In Graphite
I plan to use it for other keys besides building up shaders/processors
so I dropped that from the name. There was nothing special abouts its
implementation that made it specific to Processors anyways.

Introduce the GrSlug that encapsulates an SkTextBlob along with
the origin, and paint to create a GrSlug. You can draw the slug
using the canvas, and it will obey the canvas's clip and mapping.

Moves the earlier, non-recursive chopping code from the wedge
tessellator to a shared location and shares it with the curve
tessellator. Creates a 'PatchAttribs' enum to control which data gets
written out with tessellation patches, including a 'kFanPoint' for
wedges.
