ff83dda8cd Cache image behind picture-shader
PictureShader = picture + tiling + depth/colorspace + filtering [+ scale]

Today we cache the imageshader that is used to rendering. However, the
key for that cache is the pictureshader's ID itself... which means if
we have several, all using the same picture (but maybe diff tiling) we
would create dup cache entries.

Idea:
1. only cache the image (rastered picture), not an imageShader
2. key the cache on the picture's ID, not the shader's

Several implications of this:

1. Should get more cache reuse, since we don't care about the
shader's ID (which is just wrapping a picture+tiling, etc.)

2. We also eliminate the indirection of creating a PictureImage. Instead
we're creating real (pixel) images, and caching those. This removes one
extra layer of "cache".

c0bd9f9fe5 rewrite includes to not need so much -Ifoo
Current strategy: everything from the top

Things to look at first are the manual changes:

   - added tools/rewrite_includes.py
   - removed -Idirectives from BUILD.gn
   - various compile.sh simplifications
   - tweak tools/embed_resources.py
   - update gn/find_headers.py to write paths from the top
   - update gn/gn_to_bp.py SkUserConfig.h layout
     so that #include "include/config/SkUserConfig.h" always
     gets the header we want.

b00a36050a Purge cached SkPictureShader entries on shader deletion
We're currently adding picture shader cache entries to the resource
cache, but we don't ever purge.  To avoid exhausting the budget, add
logic to associate cached entries with their owning picture shader, and
purge when the shader is deleted.

-- Side note --

The current cache key is

 K(pictureID, ...)

so technically the cache entries are associated with the picture, not the
shader.  One could resonably argue we should only purge when the
*picture* is deleted.  Unfortunately, this doesn't work: the cache entries
contain indirect refs to the picture (SkImageShader -> SkImage_Generated
-> SkPictureImageGenerator -> SkPicture), so the picture is always kept
alive.

Associating the cache entries with the shader itself seems like a
reasonable alternative, even if we give up some cache persistence in the
process.

b5f7826c51 Explicit tile bounds for SkPictureShader
The integer picture size is not granular enough to allow precise tiling
in arbitrary coordinate systems. This CL adds an optional tile bounds
float rect param to control the tile size and location.

(this also allows tile spacing emulation for picture
shaders).

855e88edfa Fixes for SkPictureShader.
Update comment in header to make it more clear that the picture
should be unaltered after creating the shader. We want our shaders
to be immutable, and this supports that.

Make the factory return NULL if the shader would have never drawn
anyway i.e. for a null picture or picture with no width/height.
