8d69d04579 [bazel] Add fixes for G3
Mostly, this adds placeholder BUILD.bazel files corresponding to files
used in public.bzl

The exception is src/ports/BUILD.bazel, which adds an explicit
link command for dl, needed for dlopen etc.

4511c7b7fb [bazel] Delete gazelle-based BUILD.bazel files
gazelle ended up being more liability than asset for our C++ rules.

It required devs to manually run the command frequently (and was
easy to forget until the CQ failed). The fact that we still had to
edit the source files (e.g. the "srcs" cc_libraries) meant that
the mixture between generated and hand-written caused some
tension (see include/third_party/vulkan for a good example).

The combination of gazelle and our IWYU enforcement added several
bits of churn without any real benefit. The generated rules
also didn't help identify cases where we were not keeping tight
boundaries (e.g. non-gpu code and gpu code).

Identifying third_party deps automatically ended up being trickier
than anticipated (see the deleted //third_party/file_map_for_bazel.json)

Using the "maximum set of dependencies" worked ok, but ended up
increasing build time unnecessarily. For example, compiling
CanvasKit for WebGL always needed to compile Dawn because
SkSLCompiler.cpp sometimes needs to include tint/tint.h.

Follow-up CLs will rebuild the BUILD.bazel rules without gazelle.

Note to Reviewers:
 - The only file worth manually reviewing here is bazel/Makefile.

46eaab3959 [bazel] Add shims to help translation into G3
Ran the following commands:
find -name "BUILD.bazel" -exec sed -i -e '1iload("//bazel:macros.bzl", "cc_library", "exports_files_legacy")\nexports_files_legacy()' {} +
buildifier --lint=fix --mode=fix -r .

This had the effect of making sure we can export all of our
files in G3 (until we no longer have legacy targets) and
making all of our cc_libraries shim-able.

bazel/macros.bzl has the human-contributed changes, the rest
were mechanical.

9488e0237d [infra] Experiment generating BUILD.bazel files
This uses the gazelle extension from
https://skia-review.googlesource.com/c/buildbot/+/473357

Review Tips:
 - Ignore any changes to .h or .cpp files. Those have been
   pulled out into their own CLs.
 - Start with bazel/macros.bzl.
 - Read the CL with the generation code, if you haven't already.
 - Look at third_party/file_map_for_bazel.json.
 - See experimental/bazel_test for an idea of how a cc_binary
   would be made.
 - Spot check one or two of the BUILD.bazel files.

This CL generates the "atomic" rules for src/, include/ and
modules/skshaper, as a starting point.

`bazel build --config clang //include/...` works

`bazel build --config clang //src/...` starts compiling,
(which verifies that the BUILD.bazel files are all valid),
but runs into errors because not all third_party deps have
been resolved, and there are some files missing from the
toolchain still (e.g. EGL headers).

2f7ee02577 Revert "Add new GrSurfaceInfo class and related backend structs."
This reverts commit 6aac1193a7.

Reason for revert: Breaking Mac bots in Chromium roll. Looks like
they depend on getVkImageInfo for an unknown reason, and it's 
hidden behind SK_VULKAN.

c36ccb6aef Direct3D: add aliasing texture support
In D3D we can alias a resource's allocation and re-use it for
another resource. For example, this is used in the mipmap generator
when we have an sRGB texture. The sRGB formats can't be used in a
UAV, but we can use an aliased texture with the corresponding linear
format, and do the sRGB conversion in the compute shader.

718ae76d5b Add sample count field to GrD3DTextureResourceInfo.
Remove separate constructor arg from GrBackendRenderTarget.

Add appropriate checks in onWrap functions in GrD3DGpu to limit to
previous functionality.

1b89eb742a Add AMD allocator to D3D12 backend.
Adds base class GrD3DAlloc and GrD3DMemoryAllocator, and a reference
to a GrD3DMemoryAllocator in GrBackendContext and a reference to a
GrD3DAlloc in GrD3DTextureResourceInfo. Internally, we override this
base class to define the AMD memory allocator.

69267913ef Remove resource from GrD3DBuffer.
We will rely on the tracking of GrBuffers on the command list to manage
lifetime of d3d buffers. This also means we won't destroy the underlying
d3d buffer resource until the destructor.

8e75147214 Allow GrD3DTextureResourceInfo to include declared D3D12 types.
Changes the GrD3DTextureResourceInfo member in GrD3DBackendSurfaceInfo
to be a unique_ptr<> so we can use forward refs.

This will allow us to use a shared_ptr variant to manage the
ID3D12Resource on GrD3DResourceResourceInfo, without polluting
client files with Windows definitions. Clients can use GrD3DTypes.h
to get the full declarations, GrD3DTypesMinimal.h for only the forward
references.

aa90dada80 Fill in some D3D texture creation routines.

6ec5688413 Rename GrD3DTextureInfo to GrD3DTextureResourceInfo.
Also renames GrD3DSurfaceResource to GrD3DTextureResource. This makes
things consistent with our naming convention in Vulkan, and with the
terminology used in Direct3D.

05d091935a Flesh out backend textures and rendertargets to support Direct3D.
Add GrD3DTextureInfo and GrD3DBackendSurfaceInfo, and uses those
to initialize GrBackendTexture and GrBackendRendertarget.
