A change made in the spirit of not being weird. C++ containers typically
expose their capacities to non-test code, with a function "capacity."

https://clang.llvm.org/extra/clang-tidy/checks/performance-unnecessary-copy-initialization.html
Finds local variable declarations that are initialized using the copy
constructor of a non-trivially-copyable type but it would suffice to
obtain a const reference.
The check is only applied if it is safe to replace the copy by a const
reference. This is the case when the variable is const qualified or when
it is only used as a const, i.e. only const methods or operators are
invoked on it, or it is used as const reference or value argument in
constructors or function calls.

Current strategy: everything from the top
Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

Use std::swap instead. It does not appear that any external user
specializes SkTSwap, but some may still use it. This removes all use in
Skia so that SkTSwap can later be removed in a smaller CL. After that
the <utility> include can be removed from SkTypes.h.

SkTArray cannot currently contain move only elements because its swap
currently requires the SkTArray to be copyable. This makes SkTArray
movable and makes its swap move instead of copy.
