were bc Ganesh resolves MSAA buffers for SkCanvas::flush but doesn't do so for GrDirectContext::flush.
Where possible this CL switches SkCanvas::flush to SkSurface::flush (which will also resolve MSAA buffers) so that when https://skia-review.googlesource.com/c/skia/+/334417 relands there should not be any performance surprises.

This fixes a large number of SkSL namespaces which were labeled as if
they were anonymous, and also a handful of other mislabeled namespaces.
Missing namespace-end comments have been added throughout.
A number of diffs are just indentation-related (adjusting 1- or 3-
space indents to 2-space).

The majority of existing call sites were automatically updated using
clang-tidy -fix. A small handful required a manual update,
e.g. CppCodeGen.
This check is a bit lenient, and in particular will not flag cases like
`std::unique_ptr<Base>(new Derived())` which is still pretty common
throughout our codebase. This CL does not attempt to replace all the
cases that ClangTidy does not flag.

Use std::min and std::max everywhere.
SkTPin still exists. We can't use std::clamp yet, and even when
we can, it has undefined behavior with NaN. SkTPin is written
to ensure that we return a value in the [lo, hi] range.

Things to look at first are the manual changes:
- added tools/rewrite_includes.py
- removed -Idirectives from BUILD.gn
- various compile.sh simplifications
- tweak tools/embed_resources.py
- update gn/find_headers.py to write paths from the top
- update gn/gn_to_bp.py SkUserConfig.h layout
so that #include "include/config/SkUserConfig.h" always
gets the header we want.

Like any normal variable, flags can be made file-scoped static,
and like any normal variable, mostly they should be if they can.
This CL converts most flags to be static, if only so that the
ones that do cross files stand out more clearly, and so that
there's more examples of static flags through the codebase for
people to ape.

All of SkDrawCommand / SkDebugCanvas now uses SkJSONWriter.
Also removed the bespoke json generator and pretty-printer
in GrAuditTrail. This was the largest volume of code still
using JsonCPP. (There are other stragglers).

This started with a search for gammaCloseToSRGB and turned into me
removing a bunch of really crazy bitmap code here. Like DM, just use
SkPngEncoder to encode PNGs. With that change, we don't need the custom
raster pipeline step, and we can remove that (along with several other
unused functions) from picture_utils. (The one remaining function should
just move to tool_utils, but I'll save that for another rainy day).
In getPixel, we can skip ALL of the processing work, and also only read
the one pixel we need. That makes break-on-change feel much faster from
my anecdotal testing.

Most of this is (obviously) not necessary to do, but once
I started, I figured I'd just get it all. Tools (nanobench,
DM, skiaserve), all GMs, benches, and unit tests, plus support
code (command line parsing and config stuff).
This is almost entirely mechanical.

This was created by looking at warnings produced by clang's
-Wzero-as-null-pointer-constant. This updates most issues in
Skia code. However, there are places where GL and Vulkan want
pointer values which are explicitly 0, external headers which
use NULL directly, and possibly more uses in un-compiled
sources (for other platforms).
