We had several defines around the code base that were not
very descriptive. Additionally, we had a patch of extra
runtime restrictions living in oss-fuzz that were applied
when fuzzing over there for some fuzzers.
This has all be consolidated and controlled via the defines
documented in site/dev/testing/fuzz.md
As such, we can remove one of the patches that is in oss-fuzz,
taking us closer to being able to fuzz in the CI/CQ.
PS 1 renames existing fuzz defines to the new schema.
PS 2-3 backports skia.diff from oss-fuzz and changes those
definitions to have the _GREATLY modifier.
PS 5+ further condenses the defines so that there is one
define for gating the runtime checks.

https://clang.llvm.org/extra/clang-tidy/checks/readability-const-return-type.html
`const` on a non-pointer/reference return type typically doesn't add
value and can have negative side effects. (i.e., returning a
`const std::string` isn't meaningfully different from returning a
`std::string`, but can sometimes inhibit move-related optimizations.)
In Skia's case, the priv() functions are a notable exception where const
return types are intentional and valuable. These calls have been marked
with NOLINT to exclude them from the check.
This check does not affect pointer and reference returns, where
constness is important.

C++ algorithms have largely standardized on a [begin, end) half-open
range, as seen in standard library containers. SkTQSort now adheres to
this model, and takes vec.begin() and vec.end() as its inputs.
To avoid confusion between inclusive and half-open ranges inside the
implementation, internal helper functions now take "left" and "count"
arguments instead of "left"/"right" or "begin"/"end". This avoids any
ambiguity.
(Although performance was not the main goal, this CL appears to
slightly improve our sorting benchmark on my machine.)

Inside SkOpEdgeBuilder::walk(), when current segment is cubic curve, its shape may be reduced, therefore, the curve points should be determined by the reduction result ‘split->fVerb’ instead of ‘verb’.
Actually, inside this switch case, ‘verb’ is always ‘SkPath::kCubic_Verb’, which makes the ‘fCanAdd’ always true. The outcome of this bug makes the subsequent logic which depends on ‘fCanAdd’ (L301-332) incorrect, and in some cases, fails the whole boolean operation at L329.
The Fiddle below demonstrates how this bug fails a union operation of two paths, by returning an empty path.

not fully defined type (destructor could not be instantiated) because
the private fields were also dllexported, requiring the destructors to
exist in all translation units which included the header. Only the parts
of the class which are actually public are now marked as exported.

Paths to intersect have two nearly coincident cubics. Where they
cross, the intersection error makes the curves start at slightly
different points. To sort the intersection, one curve is translated
to the start of the opposite point, moving it from one side to the
other, introducing a winding error.
The fix looks for that error in a very tiny range (enlarging that
range causes other tests that now pass to fail). This fix is very
fragile and points to the need for a better approach than sorting
angles to find winding values, as documented in the bug.
Also renamed some angle functions to show that they operate only
on lines and not general curves.
All tests pass with this fix:

./out/debug/pathops_unittest -V -x
